MINUTES OF THE HILTON PARISH COUNCIL PLANNING AND HIGHWAYS COMMITTEE MEETING HELD ON WEDNESDAY 22ND AUGUST 2018 AT THE HILTON PARISH COUNCIL OFFICE COMMENCING AT 7PM

Resolved: Apologies were received and accepted as follows:

  • Cllr Johnson-Beale due to illness.

Resolved: To move The Date of the Next Meeting to item 8.

Resolved: To add an item at 7, to approve the full Terms of Reference of the Planning and Highways Committee.

  1. Minute Number P&H/005/18 – Planning and Highway matters to be ratified at the next full Council Meeting
  1. SDDC – Planning Consultation: Draft Statement of Community Involvement – closing date 03.09.2018

The Planning & Highways Committee went through a hard copy of the questionnaire, question by question.

Resolved: The Planning & Highways Committee agreed for the Chair to complete the form and email this to the Clerk.

Resolved: The Clerk to email the questionnaire to all Parish Councillors to see if they have anything to add to the questionnaire giving a deadline date for responses.

Resolved: The questionnaire to be filed with SDDC before the closing date.

 

  1. DCC – Bus Strategy – closing date for questionnaires 10.09.2018

 

Resolved: The Planning & Highways Committee agreed for the Chair to complete the questionnaire on-line by the closing date on behalf of Hilton Parish Council.

 

  1. DCC – Community Involvement Scheme for example Snow Warden Scheme, Street Sign Cleaning etc.

 

The Clerk reported that she had already contacted Suzanne Cross at DCC and confirmed that Hilton Parish Council would be interested in finding out more and possibly would like to attend an arranged meeting.

 

The Clerk explained that the Parish Council staff already litter pick and emptying bins around the village, grass cut areas that we are currently responsible for and removed graffiti on land we manage where possible.

 

The Clerk also explained that we already share information on Facebook etc. with regards to planned Highway works received from DCC. We have also in the past tried twice to get people on board with a Flood Risk Plan but with no uptake.

 

The Clerk explained that Hilton Parish Council in the past had participated in the Snow Warden Scheme, However the Parish Council did not have the staff or resources to continue with it at that time.

Resolved: The Planning & Highways Committee agreed that at present there was no extra money in the budget to look at a Highway Warden or to complete street sign cleaning. The Parish Council Currently had no staff or resources to complete such tasks.

Resolved: The Planning & Highways Committee had no objections to the above planning application

Resolved: The Planning & Highways Committee had no objections to the above planning application

Resolved: The Planning & Highways Committee had no objections to the above planning application

Resolved: The Planning & Highways Committee had no objections to the above planning application

Resolved: The Planning & Highways Committee had no objections to the above planning application

 

  1. Minute Number P&H007/18 – Approval of the Planning & Highways Committee Terms of Reference

 

Resolved: The Planning & Highways Committee approved the full Terms of Reference for the Committee.

Resolved: The Clerk to amend the Highlighted typing errors and resend to the Committee Members for future reference.

 

 

  1. Minute Number P&H/007/18 – Date of the next Hilton Parish Council Planning/Highways Committee Meeting

 

Resolved: The Planning & Highways Committee agreed that committee meetings should be organised on an as and when required basis for example: when consultations are received with a short closing date relating to either Planning or Highways. Planning Applications should be discussed and comments made during normal Parish Council Meetings when there is no Planning & Highways Committee meeting.

Resolved: A date, time and venue will be arranged when required.
